Convention will tell you this is not a coat.
Then what is it?
Merriam-Webster defines “coat” as an outer garment with sleeves that covers at least the upper part of the body. Others say it must extend below the hips.

This fabulous hand knit garment will do very well outside in freezing conditions as long as you’ve got some appropriate layering underneath. However, you may wear it more often inside (sans layers of course); for those chilly mornings before the fire gets going or the thermostat gets turned up.
